January 2009 UPHA Board Meeting Minutes

February 27, 2009

Present: Donna Bailey, Milt Rhodes, Sallie Ricks, Marie Vedetta, Paul Blankenship, Kay Leager, Jamie Ramsey, Joe Boisvert.

Minutes – There were no Minutes from the last meeting to approve.

Treasurer’s Report – There was no Treasurer’s Report to review.

General Membership Meeting Plans for February 9th – Assignments were made to facilitate the meeting.

Mayor Meeker’s state of the city address – Paul Blankenship reported on the mayor’s address. One item of interest is that the state is not going to compensate Raleigh for repair to state roads any longer.

Comp Plan – Donna Bailey reported on the comp plan. Next step is to conform the zoning to the new plan. The comp plan process will be on the February agenda presented by Thomas or Russ. District D has been active in reviewing the plan. Jamie Ramsey is serving on the Parks review of the comp plan. There was discussion about the transition from the east to west sides of Oberlin Rd. This discussion is in the urban form team. The board agreed to submit comments on the Comp Plan, including the comment that west of Oberlin Rd. should not be taller than the Crescent project which is 6 stories. It was proposed that the board pursue a bike connection between our neighborhood and points west. Jan 30 is the deadline for citizen comments from these teams.

Ruffin Street 3-Way Stop at Ruffin and Taylor – Ruffin is 25 mph; a 4-way stop has been requested by neighbors. Board members will gather additional information about the request and invite neighbors involved to the UPHA general membership meeting.

Hillsborough Street Renaissance Festival March 14th – This Green Arts and Music Festival is scheduled from noon until 10pm between Gardner and Enterprise. There will be food, activities, and music. Proceeds go to eco-friendly charities. It was proposed that UPHA approve a cost of $200 to sponsor a booth for at the event to promote the association. A motion carried to pay for a booth at the fair.

Transition to New Board – Sallie Ricks is organizing a UPHA President and Board notebook to pass on to the new board. Board members are submitting one page summaries of the activities and responsibilities that they do for UPHA. Jamie Ramsey is collecting board member bios for the membership meeting and website.

Doggie Stations – The board will pursue city funds for replacement doggie bags for stations, and will approach Fred Olds about a doggie bag station at the school. City grants may be available to support doggie stations.

Cannon Park Planning Update – Sallie Ricks updated the board on Cannon Park Master Plan. The updated final report will be distributed by email and a link next week. Donna, Jamie, Sallie, Milt and Joe will review the final report and prepare an official UPHA Board response.

Service Raleigh – It was proposed that UPHA engage with Service Raleigh to get help in the neighborhood this April. Joe Boivert will contact Service Raleigh for help with a neighborhood clean up.
